Many sectors have recruitable mercs who will join under various circumstances. In Omerta Ira will join on day 1. Dimitri will join after you capture Drasen. Miguel and Carlos will join after you liberate 5 towns. In Tixa Dynamo and Shank will join after you free them. In Estoni Maddog will join you. In Alma Conrad will join you but for a high fee. You may meet Hamous with his Ice cream Truck on the road who will join you. There are others as well.
